摘 要：地矿勘查项目越来越多、越来越复杂，在过程化、网络化、综合性、即时性、高效性、高需求性的地矿项目管理方面提出了新的需求。大量事实证明，传统的人工管理项目手段已不能满足地矿勘查单位的项目管理需要。通过对地质矿产勘查项目管理的思考，找到痛点，以“立足需求、整合协同、信息共享”为指导思想，设计了基于PMBOK/WBS的项目管理信息系统。最终系统沿着地质勘查业务主线向前后两端进行延伸，补全相关节点业务系统建设，完善系统的整体布局，解决行业的项目管理痛点，实现了从前端数据采集处理到后续资料综合研究的地矿勘查主流程信息化。

Design and Development of Project Management Information

System Based on PMBOK/WBS

Abstract： With more and more geological and mineral exploration projects becoming more and more complex， new demands have been put forward in the aspects of process， network， comprehensiveness， instantaneity， high efficiency and high demand of geological and mineral project management. A large number of facts have proved that the traditional means of manual project management can not meet the needs of project management of geological and mineral exploration units. Through thinking about the management of geological and mineral exploration projects， the pain points were found. The guiding ideology was "based on demand， integration and coordination， and information sharing". The project management information system based on PMBOK/WBS was designed. Finally， the system extends along the main line of geological exploration business， completes the construction of related node business system， improves the overall layout of the system， solves the pain points of project management in the industry， and realizes the informatization of the main process of geological and mineral exploration from the front-end data acquisition and processing to the comprehensive study of follow-up data.

有色金属行业地矿勘查工作是国民经济建设的基础性与战略性保障工作，勘查工作质量的优劣直接关系到国家经济建设的持续、健康发展。随着有色金属行业地质矿产勘查项目管理工作的深入以及地质勘查项目年度部署计划的实施，当前地矿勘查项目越来越多、越来越复杂，在过程化、网络化、综合性、即时性、高效性、高需求性的地矿项目管理方面提出了新的需求。大量事实证明，传统的人工管理项目手段已不能满足地矿勘查单位的项目管理需要，所以建立适合地矿勘查单位发展需要的项目管理信息系统尤为必要，对规范管理、提高效率、促进技术进步、实现找矿突破等具有十分重要的现实意义[1-13]。

1 项目管理痛点

1.1 项目重要指标信息掌握不全面，延时情况严重

有色金属行业地质矿产项目的项目管理有别于传统的项目管理，其施工难度大、周期长、跨度大，施工工种多样;项目预算不精细，流水花销统计烦琐，与预算没有对比;项目已完成工作量等价的货币金额与应结算金额无对比;结算和回款信息不实时，导致结算、回款无预警等。管理者对项目重要指标信息掌握不全面或延时情况严重，造成经济损失。

1.2 项目资料的汇交利用

数据资料是一個单位宝贵的资产，可分为增量资料和存量资料两种。增量资料：突出的问题是汇交不及时，项目上产生的数据不能及时汇总、共享，不能进行综合分析;技术资料不规范，无统一格式，均以项目人员个人经验进行分类和整理;没有形成项目资料数据库，原始资料问题更为突出。存量资料：目前行业内每个单位都存放了数量巨大的地矿勘查数据资源，存储形式多为纸介质、光盘、硬盘、办公电脑，利用率极低。尽管随着GIS技术、计算机技术在地矿勘查行业内的应用推广，已建成一部分业务系统，但各个系统间相对比较独立，各个相关兄弟单位、各企业之间也没有进行高效的信息网络对接，形成了信息“孤岛”，数据与数据之间缺少关联，既不利于检索，也无法再利用，只能处于“沉睡”状态，无法发挥数据的价值。
