　110kV****变电站安全文明施工策划

　1 总则

　为了有效地指导110kV****站安全、文明施工管理和环境管理工作，按ISO18000及ISO14001标准及运行模式，建立安全卫生环境管理体系，实行文件化、程序化的安全管理，并依靠文件体系指导和控制安全生产，进行危险辨识和控制，从而实现事故的预防和施工全过程的安全管理，使安全文明施工做到标准化、规范化、程序化，争创中国南方电网“安全、优质、文明”工程和广东省安全文明样板工程，特编制此策划书。

　2 安全工作方针和目标

　2.1 安全工作方针：

　坚持“安全第一，预防为主”，要从思想上意识到：“隐患险于明火，防范胜于救灾，责任重于泰山”。

　2.2 安全文明施工目标

　2.2.1 安全施工目标

　a.无人身死亡、重伤事故；

　b.无重大的机械设备事故；

　c.无重大的交通和火灾事故；

　d.轻伤事故控制在3‰以下；

　e.安全技术措施交底率和重要作业安全监察到位率为l00％。

　2.2.2 文明施工目标：

　生产场所秩序井然 生活环境整洁舒适

　地方关系融洽密切 作业人员遵章守纪

　2安全管理

　2.1 开工前，项目部必须采取必要措施，为确保职工的身体健康和安全，应与地卫生部门联系，在施工前后，对施工人员作全面身体检查，尤其是高空作业人员，在整个施工其间，配备必须的药品及设备、医务人员等等。

　2.2 进场的所有工器具、设备都必须经过试验、检修和维护、保养。重点检查起重、牵引等重要工器具，必须全部经试验合格。

　2.3 各工序和特殊作业以及重要危险施工作业必须编制施工方案和安全技术措施，并经项目总工批准，报监理部门。施工前认真进行技术交底；施工时严格按施工方案和技术措施施工，保障施工安全。

　2.4 加强班组建设和管理，班组实行安全日活动制度和站班会制度。每周每班不少于2小时的安全学习和活动时间；安全日做到有内容、有目的、有记录;队长应会同安全员每周对施工作业场所、工具房等作一次全面检查。

　2.5 加强民工、临时工的安全教育和管理工作，必须将民工、 临时工纳入公司管理范围，必须参加技术交底、安全学习和考试，参加安全日活动和站班会。

　2.6 成立义务消防、治安领导小组，加强消防、治安管理工作。

　2.7 对易燃易爆物要设专人登记、保管,按规定定期检查。材料站设专人24小时看守、检查。

　2.8 按规定在施工现场、工具房、材料站、生活区等地配置合格的消防器材和悬挂警告牌。在施工现场实行悬挂施工牌制度，在施工牌上写上主要的安全措施，插上彩旗、标语，增加安全气氛。

　2.9 做好工器具设备、安全用品和用具的检查试验工作，并做好记录，保存试验资料。

　2.10 严格遵守与项目法人签订的施工合同，接受监理工程师的监督。把安全施工合同的要求纳入施工安全目标，贯彻落实到每个角落和每一个施工人员。

　2.11 建立各种安全管理台帐，保存各种安全文件和资料，收集安全规范、规程。项目部、班组一级都必须各自建立台帐。

　2.12 高空作业人员更新使用双保险安全带，对个人安全更有保证。

　3 文明施工管理

　3.1 文明施工责任区总模块

　项目部办公区、钢材材料堆放加工区、水泥堆放区、模板木方堆放区、电缆堆放区、综合楼施工区、110kV场地施工区。

　3.2 责任区模块化管理要求

　（1）文明施工责任区必须层层落实，从项目部→分公司→班组→个人，做到“安全文明施工人人有责”。

　（2）文明施工责任区实行挂牌制度，责任牌明确注明区域名称、责任班组、责任人。

　（3）现场文明责任区四周必须进行封闭或半封闭；班组文明责任区也必须明确划分，分清责任。

　3.3 模块标准

　站内环形主干道路：按设计图纸的技术要求，完成道路硬底化。

　站内地坪：完成地下工程后（给排水、排污、地网等），完成回填平整。

　材料堆放区域：采用100mm厚石粉地坪。

　围敝：

　（1）加工区域：区域内按材料加工区用栏杆划分，并设有明显责任区标识牌和材料标识牌。

　（2）场地电缆沟及进站道路：用钢管搭设围栏，高度不低于1.2M。钢管刷红白相间隔警示色。

　3.4 设备材料定置化标准

　3.4.1

　（1）根据施工总平面布置图设置材料仓、材料堆放区、设备堆放区，并有标示牌。

　（2）材料仓面积满足工程使用要求，由符合环境要求的材料建成，内应配置金属组合式货架，各类材料名称规格标示清晰，必须张贴仓库制度。

　（3）设备、材料应分类分区域堆放，堆放区场地应坚实、平整、无积水。设备、材料堆放应整齐成形、安全可靠。各种物资排放有序，标识清楚。

　（4）作业区内的土建材料只允许堆放当天使用的物料，未使用完的材料必须转运到材料堆放区。

　（5）易燃易爆品（如气瓶）必须贮存在独立的设施，并有相应的安全标志牌和消防设施，与生活、办公、仓库的安全距离符合DL5009.2－1997的有关规定，做好防水、防盗措施。

　（6）各种物料必须整齐，钢筋、构件、模板用木方垫起，高度不超过1.5米。

　3.5 安全设施规范化标准

　3.5.1

　生产现场需打开的起吊口，需打开的电缆沟出入口、需打开的管沟出入口。其他平台、地面需打开的出入口、阀门井或地沟。变电站工程施工过程的孔洞。

　根据现场孔洞实际，孔洞盖板可制成矩形、方形、圆形三种。孔洞面积大于0.25m ，必须采用足够厚度和强度的花纹盖板。孔洞盖板边缘应大于孔洞边缘100mm，并紧贴地面。盖板边缘应无毛刺。所有盖板表面应刷红白相间油漆。

　3.5.2

　配置在临时用电场所。数量按工程需要布置。配电箱设置应远离易燃、易爆、腐蚀等危险场所。

　盘柜制作应符合GB4720－84第一部分第四条规定。盘门标有“有电危险！”红色标记，并标明责任人及联系电话。配线一律采用铜芯且截面满足负载要求。所有配电元件为合格产品。

　3.5.3

　防止作业人员发生静电感应触电或误合闸触电。防止电气设备绝缘破坏引起的触电。

　携带型接地线使用必须是有国家生产允许证厂家的合格产品，由专用夹头和多股软铜线组成。500V及以下的用电机械设备外壳接地线应采用多股软铜线，其截面积不小于4mm ，严禁用缠绕办法接地。

　3.5.4

　4m以上建筑物的土建施工。密目式安全网用于立网，封闭严密无空隙。其构造为，密目密度不低于2000目/100cm2 。立网系结点沿网边均匀分布间距不大于0.5m，并绑扎牢固。多高层建筑外墙封闭。

　必须从政府有关职能部门颁发生产许可证的专业制造厂选购。

　3.5.5

　高压试验的场所周围应设临时提示遮拦。设备临时堆放区的四周。变电站主要电缆沟道临边，可根据现场情况，选择提示遮拦，并挂上“严禁跨越”和“当心坑洞”的警示牌。

　3.5.6 安全记录牌

　放置于项目部室内，底端距离地面高度约1600mm，规格不少于700x500mm，底色深蓝色。

　3.5.7 急救药箱

　箱内应备有常见的跌打、刀伤、扭伤外用药，如止血贴、药棉、医用胶布、双氧水、绷带、红汞药水、万花油等。箱内应备有一般腹泻、外感药物，如腹可安，保济丸等。

　急救药箱应有绿色正方形“十”字标志。

　3.5.8 供用电线路

　导线截面的选择应满足施工用电负载的要求。采用绝缘线的架设高度必须大于2.5米。电源线经过路面应穿管埋设或架空敷设。绝缘线不准直接捆绑在电杆、树木、脚手架上。电缆驳接头处应有防水、防触电措施。架空敷设绝缘线推荐使用低压砼杆，在路旁的砼杆须涂有红白相间（长度约1-1.2米）的警示标志。

　3.5.9 照明

　室内安装的固定式照明灯具悬挂高度不得低于2.5米。室外安装的照明灯具不得低于3米，交通要道及车辆通行处对地距离大于5米。安装在露天工作场所的照明灯具应选用防水型灯头。现场办公室、宿舍、工作场所的照明线,除橡套软电缆和塑料护套线外，均应固定在绝缘杆上，并应分开敷设，穿过墙壁时应套绝缘管。照明电源线不得接近热源和直接绑在金属构架上。照明开关应控制相线。当采用螺口灯头时，相线应接在中心触头上。

　3.5.10

　提升架应经验收登记。基础能承受全部荷载。基础周围有排水设施。架体稳固。井架吊篮轨道无扭曲，立柱接头互相错开。井架构件连接牢固。井架三面有安全网或防护围网。井架有防雷装置，接地电阻小于10Ω。吊盘有安全门，两侧有高度不低于1m的挡板。缆风绳或护墙架符合要求。超高限位、断绳保险、制动停靠、下极限限位、超载限制装置齐全可靠。卸料平台防护栏杆、防护门严密可靠。

　3.5.11 钢管脚手架

　脚手架立杆应垂直。立杆间距不大于2米。钢管立杆底部应设置金属底座或枕木。遇松土时，立杆底部应有扫地杆。大横杆间距不大于1.2m，小横杆间距不大于1.5m。立杆、大横杆接头应错开，且搭接长度不小于50cm。承插式接头搭接长度不小于8cm。不得用铁丝或绳子绑扎。

　3.6 人的行为循章化标准

　3.7.1

　施工现场宜实行封闭管理，并安装门楼。门楼横额内容为110kV****变电站工程，并应有中国南方电网标志，中国南方电网标志采用南方电网标准色，红底白字，字体为大黑体。

　左右两边对联内容：精心施工创一流品牌，科学管理立电建新功。采用红底白字，字体为大黑体。

　3.7.3

　宣传栏采用金属结构外框，五牌一图采用蓝底白字

　五牌一图包括：工程施工牌、施工组织机构图、安全纪律牌、防火须知牌、牌面的制作及安装顺序：1.工程施工牌；2.施工组织机构图；3.安全纪律牌；4.防火须知牌（浸塑南网蓝）。

　5 文明施工管理牌；6.施工现场平面布置图。

　3.7.4

　1、工程名称，必须有南方电网标志。

　2、工地使用的安全、质量、文明施工的标语（旗），使用公司企业标志。

　1、制作材料宜使用不锈钢材料，美观大方；

　2、颜色采用浅蓝底红字，制作规格1200mm×800mm

　3、数量为三十块。

　3.7.6

　1、制作材料宜使用铝合金材料，并具有抗晒、抗雨功能，且美观；

　2、颜色采用绿底白字，制作规格380mm×480mm；

　3.7.7

　1、制作材料宜使用铝合金材料，并具有抗晒、抗雨功能，且美观；

　2、其它道路指示牌4块、限速牌2块；

　现场项目部临时建筑，为双层结构组合式金属隔热夹芯板屋，实用面积不小于80m2 ，分别设有会议室、监理办公室等。

　基本办公设备应有固定电话、电脑（包括上网设备）、打印机、复印机、传真机等。

　会议室内张贴工程施工进度横道图、晴雨表，项目安全生产记录牌等。图表尺寸按会议室墙面尺寸布置。

　3.8 环境管理措施

　3.8.1

　（1）土方施工

　土方铲、运、卸等环节设置专人淋水降尘。现场一般情况下不准堆放土方，如特殊情况需在现场堆放时，应采取覆盖、表面临时固化、及时淋水降尘等措施。开挖、回填施工时，指派专人将运土车大箱上两侧土方拍实，并用上苫布盖好，避免途中遗洒和运输过程中造成扬尘。在出大门口外马路上铺设草垫，用于扫清运土车轮胎上外带土块。

　（2）施工现场道路

　为降低施工现场扬尘发生，施工现场主要道路，采用硬化路面；每天派专人随时清扫现场主要施工道路，并适量洒水压尘，达到环保要求。

　（3）施工现场地面

　要进行洒水防尘，木工操作面要及时清理木屑、锯末，并要求木工厂和作业面保持清洁；钢筋厂内，加工成型的钢筋要码放整齐，钢筋头放在指定地点，钢筋屑当天清理。

　（4）区域清理

　施工现场的区域施工过程中要做到工完场清，以免在结构施工完未进入装修封闭阶段，刮风时将灰尘吹入空气中；各区域内的建筑垃圾随着区域施工的进展及时清理，要求活完底清，不许将垃圾从高处直接倒入低处，每个区域要设有垃圾区，及时将垃圾运入垃圾站。

　（5）垃圾及废弃物处理

　（a）建筑废弃物按金属、木材、砼等分类收集。

　（b）作业区及建筑物楼层，应每天进行清理。

　（c）工地设置垃圾堆放区分类集中存放。

　3.8.

　探照灯尽量选择既能满足照明要求又不刺眼的新型灯具。

　3.9 检查评比制度化标准

　4 成品保护

　严禁在建好的砼道路上及户内非设备安装处进行电火焊作业。

　严禁钢材等易锈蚀的材料直接堆放于永久路面上。

　金属切割、打磨、钻孔等作业，不宜在永久地面上作业，若受条件限制，确实需要在地面作业，一定设有效的隔离措施，并及时清扫金属末。

　大型设备安装就位时，应有防护基础或边角损伤的措施。

　充油设备安装调试时，应有防止油污染的措施。

　高压柜、保护(控制)盘柜的安装就位，应有防电缆盖板变形和地面磨损的措施。

　严禁直接在道路及砼地面上拌和砼。

　与土建单位协商做好安装期间对户内墙壁的保护。

　电缆敷设应有防电缆盖板损坏措施。
